Remove duplicated target.json file

In the 6.3 cycle target.json moved to `scripts`[^0] [^1] which is installed as a whole anyway. Installing it to `rust` thus isn't needed. See also discussion here: https://gitlab.archlinux.org/archlinux/packaging/packages/linux/-/merge_requests/6#note_255153 [^0]: c83b16cefd [^1]: 6a135dd2ab
